How to Score a Tender

Public procurement rules in the European Union require that public contracting authorities must publish all tender evaluation criteria and its weights in advance. In order to define sound weights, the authors argue that the scoring rules for all evaluation criteria must be defined beforehand. Furthermore, the authors further argue that those scoring rules should also be published, in order to provide much more relevant and meaningful information for tenderers when preparing their tenders.

The evaluation criteria explained in this section is suitable for low-value basic supplier evaluations and purchases.  Learn how to score a tender.

All quotes and tenders should be accompanied by an evaluation criteria so suppliers know what they need to do to score higher marks, whether if the requirement is focused on cost or quality or a mix of both.

Evaluation Criteria – Quality Maximum Score % Weighting Score Weighted Score
Add below the criteria which reflect the requirements of your brief and update the weightings as stated in the Invitation to Quote.

Note quality and price weightings should be weighted according to your needs.

The weightings for the quality criteria must add to 70 %.  Requirements are scored between 1-5 and in this example, the weightings add up to 70%

The evaluation is out of 100 (as this represents 100% of the total score) and in
this example the split is 60/402
technical / pricing.

You allocate a score of 60 to the best technically compliant tender and calculate the technical scores of the other tenders using a percentage (%) difference method.

You allocate a score of 40 to the lowest price and calculate a score for the price on the remaining tenders using a percentage (%) difference method. This ensures that you treat the technical and
pricing scoring in the same way and produce a consistent result.

Technical Score = (Total Available Marks x Tender Technical Mark/
Highest Technical Mark)

Technical score example 60 x(153/176)

supplier 1 scores 153 points, the highest scoring bidder scores 176 points, weighting is 60.
(=60*(153/176)/60) equals 0.869

= 60 x 0.869

or =60*(153/176)
Technical Score = 52.16 (52.2 rounded to one decimal place)
